In memory of Gil Waters
A Tribute to an Innovator

Gilbert Waters was an innovator, entrepreneur, visionary and one of the original founders of FCCI.
As the executive secretary of the Sarasota General Contractors Association in 1959, Gil Waters worked with its 27 members to devise an alternative solution to expensive workers’ compensation insurance. They decided to start a not-for-profit self-insurance fund, and Gil became the administrator of the Florida Contractors and Construction Industries Self-Insurance Fund — or the FCCI Fund.

Along with the seven founding Trustees of the FCCI Fund, Gil paved the way for much of FCCI’s growth. He initiated partnering with independent agents, conducting job site safety checks, paying safety bonuses and dividends to policyholders, hiring nurses to review medical treatments and much more.

Gil was instrumental in many phases of the company’s development from that original self-insurance fund to the mutual, multiline carrier it is today.

Gil passed away on January 4, 2018 at the age of 90. On behalf of all former, current and future FCCI teammates, we recognize Gil for his vision and innovation. We are grateful for his contribution to FCCI’s foundation and proud that his legacy lives on through us today.
